Here are some data entry notes a dealer sent to me to help other dealers who are struggling to enter sales into the CARS system. It seems that the "pipe" symbol is needed to quickly find the cars that are involved in the trade. It comes down to a poorly designed user interface by the NHTSA.

I would like to remind all dealers on this forum to get their Cash for Clunkers sales posted in the NHTSA system for reimbursement as quickly as possible. The reason is simple; by keeping these transactions offline, the NHTSA record keepers can not properly account for the depletion of CARS funding.

I have been getting emails from consumers that are claiming that the EPA MPG rating are changing on www.fueleconomy.gov, day to day. For some, this meant that their car now qualifies. For others, their car now was disqualified.
This is SCARY.
I strongly encourage all dealers to print screen the fueleconomy.gov website when you look-up a trade-in and date and time stamp the print-out. You do not want to be in the middle of a data change that would disqualify a trade that… Continue

Today we noticed a change when we visited the official website for the Cash for Clunkers program (www.cars.gov) and clicked on the link for fueleconomy.gov.
If you are getting calls from consumers that the website is down, it is just running very slow with the new software installed.…

) is now posting information advising consumers that the Cash for Clunker program will start on Monday July 27, 2009. The NHTSA as recent as yesterday had indicated that dealers could start the program today.

We have just received confirmation from the NHTSA media relations group that the official dealer registration letters will be mailed Friday. If the letters are sent First Class mail they should arrive in dealer mailboxes by Monday July 20th, giving dealers 4 days to be register.
