Bad auto websites should not be news. All of the professionals in the business know fully well about rampant duplicative content. Dealers are being pillaged. Much of the technical SEO world is concerned with reducing the number of indexable URLs to the absolute minimum among the pages with the highest-quality content. This maximizes the efficient use of the search engine crawler bots' limited time budget for a site or sites, ensuring that the fresh content and refreshes of old content make it into the search index sooner than later. Google does not want its databases full of duplicate stuff. Wasted DB space and inefficient bots... I can’t blame Google.
Automotive SEO’s have, largely, been unable to alleviate canonicalization and duplicate content issues because the “entrenched automotive systems” won’t play ball. Hell, some of the systems can't even use a robots.txt file. Many automotive SEO's sell watered down SEO services that just optimize links, meta and keyword optimizations... They do the best they can.
